Damian Lowe was the founder of Lowe Technologies and was a member of the board of OCP.

Damien began his career with Omni Consumer Products by selling his artificial intelligence company, Lowe Technologies, to OCP. As part of the deal he was made a Junior Executive at OCP; however, he felt that his talents were being marginalized and that it was a token appointment. He had a smug confidence in his abilities, and became a natural rival of both Sara Cable and James Murphy. Lowe, knowing OCP's financial difficulties, used his company's program S.A.I.N.T. in an effort to increase his value with OCP and presented it to the Chairwoman. He was also part of the effort to restart the RoboCop Program.

After the successful completion of RoboCable, Lowe ordered the System's Support Team to hunt down and destroy RoboCop without the authorization of the OCP Board. This, as well as the loss of both RoboCable and the deaths of almost the entire strike team sent to destroy RoboCop, led to the Chairwoman terminating his employment. In retaliation, and before his firing became effective, Lowe used S.A.I.N.T. to kill the entire OCP Board. With the loss of the entire Board, and his position as the Junior Executive with the most seniority, Lowe was named the new Chairman of OCP. Using this opportunity, Lowe decided that S.A.I.N.T. would become OCP's newest product and began efforts to market the artificial intelligence interationally.

Lowe quickly promoted Sara Cable to Vice President and ordered that the Support Team continue their efforts to destroy RoboCop. He also redesigned MediaNet and related programming to be more OCP friendly. Much to the chagrin of his former employee Ed Hobley, Lowe ordered S.A.I.N.T. moved to the upper levels of OCP and that OCP would no longer work on any cyborgs. Lowe would soon fire Hobley as Ed felt S.A.I.N.T. hadn't progressed adequately and was concerned over new code that he found in the AI's programming, but Lowe quickly rehired Hobley when S.A.I.N.T. began to show difficulties with decision making.

On the eve of S.A.I.N.T.'s activation, Lowe was taken hostage by James Murphy, Ann R. Key, and RoboCop as the group tried to stop former OCP scientist David Kaydick from activating Legion, a computer virus capable of destroying all life on the planet. Outside of the S.A.I.N.T. Chamber, Lowe was present for the fight between RoboCop and RoboCable. Amid the confusion, Lowe and Sara Cable were able to escape. Sara would soon push Damien into an open elevator shaft during their attempted escape.

Damien survived the fall and made it to the lobby. Nonetheless, due to the lockdown of the OCP Headquarters, Damien was considered to be at OCP illegally. Lowe was then killed by the automated defense grid for trespassing on private property, with S.A.I.N.T. commenting that it never liked him anyway.
