Doctor David Kaydick was a Research Scientist who was wanted by Omni Consumer Products for conducting unauthorized medical research on humans. Pursued by the police, Kaydick escaped to Old Detroit where he established his own private fiefdom based upon technologies under his control. He took multiple slaves, who he used as test subjects in his experiments, and believed himself to be the private ruler of Old Detroit. During his time in hiding, he developed a relationship with Ann R. Key which led to the birth of his daughter Jordan. Kaydick, having no loyalty to his family, would soon use his daughter in his experiments. He implanted Legion into her as an incubator, but Jordan and Ann were able to escape.

Shortly after the ten year anniversary of the RoboCop Program, of which he was a member, Kaydick encountered the OCP System's Support team in Old Detroit. He attacked them and was able to rescue Crime Prevention Unit 002 from its attackers. Having had experience with the RoboCop Program, Kaydick reprogrammed RoboCable and used him in an effort to recover his daughter from her mother. After capturing Jordan, who he watched using her doll Otomo, he was able to recover Legion and attempted to upload it into OCP's S.A.I.N.T.; however, he was stopped by RoboCop.

Knowing his only means to upload S.A.I.N.T. was now by direct interface, Kaydick used RoboCable to gain entry to OCP Headquarters and to capture Sara Cable for entry into the S.A.I.N.T. Chamber. Kaydick was able to interface with S.A.I.N.T. and successfully uploaded the Legion Virus into S.A.I.N.T., bypassing the system's safeguards. During this he and Ann were both infected by Legion and were killed.
