Officer Duffy was a member of the Detroit Police, and one of the few officers who did not participate in the police strike. In actuality, Duffy was a corrupt, Nuke-addicted individual who was a member of the Nuke Cult. His reasons for strikebreaking were to supply information to the cult so Cain could stay one step ahead of the law, and in return Duffy presumably was paid in Nuke. RoboCop and Anne Lewis got wind of this and tracked him down, with RoboCop denouncing Duffy's corrupt behavior and demanding he reveal the location of the Cain's hideout. Duffy first denied involvement, but relented when RoboCop used physical force to intimidate Duffy, ironically by bashing his skull against the glass bezel of an arcade cabinet of a Sly Spy video game by Data East (which is also responsible for the RoboCop arcade games).
